I think it's perfectly natural to raise these Tomcat version numbers for the next milestone release of MMBase (though it's not acceptable for minor releases).
I.e. its acceptable to require at least version 4.1.19 of Tomcat for MMBase 1.7. But we still need a place where we can centralize these requirements - especially while release 1.7 is still in the making. Perhaps the release-notes?
Yes, atm the best place for these requirements is the releasenotes.
