Do I understand correctly: with this exception, the license the license requires all code used to

In that case it still can't be used in most projects since most projects
can't obey the GNU GPL.

Yes, this is true. If we would use this library all products build upon MMBase will have to obey the GPL. That's why I don't think this is a solution to this problem. This is one of the reasons the ASF (Apache Software Foundation) doesn't allow to use (L)GPL based software anywhere in their own projects.

I am willing to add an exception clause to the license as described in the GPL FAQ[1]. Something like:

In addition, as a special exception, R.W. van 't Veer,
gives permission to link the code of this program with the
MMBase library (or with modified versions of MMBase that use
the Mozilla Public License Version 1.0), and distribute linked
combinations including the two. You must obey the GNU General
Public License in all respects for all of the code used other
than MMBase. If you modify this file, you may extend this
exception to your version of the file, but you are not
obligated to do so. If you do not wish to do so, delete this
 exception statement from your version.

Relicensing to MPL is out of the question.
