Yes because that way RequestController is an interface, and I can implement one that does not send the request into the core (because that will not work for rmmci)
I thought the idea was that PageContext or whatever you want to call it (it is not a controller) is temporary and will be superceded by the function framework. I am not planning to make factory classes and what not for something that is essentially a fix for a backward-compatibility issue.
