I'm not sure it is a bug in Axapta.
If you use queryValue() and queryRange() to initialize query ranges you will not have the problems you describe. (It is in fact the only way to do it).
queryValue() is used for a single value and queryRange() for an interval between two values. These methods will also handle the problem when making a query range specify only the empty string.
