to your vendor problem: It might be correct that a certain country does not have any localisation. Microsoft tries to implement the functionality from the DIS-layers in the next major release.
If you need more that one DIS layer, you will have to merge them your self. The second option is to look into the functionality if you really need the local adoptions. There are only two countries in Europe where you need a certificate for the ledger (Spain and Germany). Many of the local issues are banking formats.

Localization packs are basically country specific modifications. For example, MBS released original SP2 for Axapta ver 3.0 almost couple of months back. But in countries like Russia it is still not been released yet. Local branch of MBS would make the necessary country specific modifications to the original SP2 and then the same would be released.
Does Axapta support loading of multiple localization packs per application ?
Good question. I am not too sure about it. But logically, I think that it would not be possible. Whenever the country specific functionality is loaded, probably this might over write the original functionality by way of deleting the tables, labels, classes etc.
I am just curious about this. In your case, vendor B and C are giving mutually conflicting information. Instead of opting for two individual vendors, why not opt for one global vendor? Is there any particular reason?
