So, give anonymous usesr 'access content' permission. All that means is that 
they can view pages. Remember that you're use case is not Drupal's only use 
case; some people want private web sites and for those people they do not give 
anonymous users 'access content', that is reserved for 'authenticated users'.

Also, you can easily have a custom 'access denied' page that shuttles users to 
registration.
