Use this instead:

/**
 * Load local development override configuration, if existent.
 */
if (file_exists(dirname(__FILE__) . '/settings.local.php')) {
  include dirname(__FILE__) . '/settings.local.php';
}

And make sure it's at the very end of settings.php.
