[development] Turning off sending of email and user_save

Hi,

Is there a way to turn off sending of e-mail when updating user 
accounts. My understanding is that e-mails are sent when an account 
changes from inactivate to active. Love the functionality but testing 
with real data makes this inconvenient. On my development box I have 
turned off the MTA but this could easily be forgotten in future testing.
