You can just replace those fonstated files with their lua source files
and edit those, the fact that these files are compiled lua is just an
optimization.
e.g., run the following command:
wget -O /etc/fonstated/RestartSSH
http://trac.fonosfera.org/fon-ng/export/2295/tags/2.3.7.0/fon/dropbear/files/etc/fonstated/RestartSSH
and then edit the file.

It is not planned for an upcoming version yet.
