Can't comment to the future of the release branch, but it didn't exist with 4.8.0, while the plan was to get 4.8 in such shape that it would be always releasable. By achieving that the patch release would have been only a snapshot form master (like the 4.8.0 actually was). And I dare to say that even if we would have the release branch with 4.8.0 it wouldn't have been out any time sooner than it actually was.
