The above looks fine. Like above, generically speaking, tier 1 platforms are those that participate in the release process, providing a good, usable release and, in addition, have a team that commits to supporting it for a certain period of time. Your list of criteria above is a good declination and a goal that we should strive for. However, since right now no external platform can integrate with the CI, I don't think it's fair to require it. So we should be able to list certain platforms as Tier 1, provided they meet the other quality criteria, even if they aren't in the CI.
