I am not sure a PHP based RESTful interface would be that attractive to other languages unless it was a hosted solution really. If you were developing apps in Java you probably don;t want to setup a PHP app to use for your device detection. Mixing technologies just makes maintenance that much harder, especially for smaller development houses who might not have that many skills around to effectively manage things.
