Hi, Forming a PMC [1] is required to graduate.
To operate, a PMC needs at least 3 active members, so to have some slack in case someone's not available for a while the Incubator PMC usually requires 4-5 members at graduation time. I'm happy to stay on that PMC to provide advice and contacts as needed, but I'm not planning to be actively involved at the moment.
