The mentors have to agree that the project is ready to graduate, the
checklist is at
http://incubator.apache.org/guides/graduation.html#checklist

Then, a vote is held here, a graduation resolution prepared for the
board, and if successful the Incubator PMC holds its final vote to
propose the resolution to the board at its next meeting.

With the recent releases (*) and a community that's quite small but
working much better I think the project is ready to graduate. It might
remain dangerously small (due to the "need 3 active PMC members"
requirement) but I don't think staying in incubation would help for
that.

What do other mentors think?

this be fixed?
