i think you're confusing an internet explorer security/encryption patch with 
microsoft's win98/se dial up networking 128 bit patch/upgrade.

you need to go through microsoft's product updates and update win98se 
itself, not internet explorer. after following the product update links from 
www.microsoft.com and chosing win98se, you'll eventually get to a mile long 
list of patches and band-aids for microsoft's hairball code, one of them (in 
the second section, i believe) relates to dial up networking and 128 bit 
encryption.

greyed out and checked off if you've already installed it, but it doesn't

i doubt your german-ness is preventing you from updating, i believe the 
policy wonks at the pentagon have recently delisted most encryption products 
from their export ban lists -- so go ahead and download and hopefully you'll 
be able to carry on your terrorist activities in relative secrecy. ;-)
