I searched through the e-smith/cgi-bin files.  in the review code I see where it is 
picking up the DNS server
as localIP

 print $q->Tr (esmith::cgi::genSmallCell ($q, "DNS server"),
                  esmith::cgi::genSmallCell ($q, $conf{'LocalIP'}));


This is probably where the descripancy exists.
