Wish list

I'm not sure this is the right place for this, but I'd like to see 
separation of some of the admin. functions. For example, I'd like the 
setting up of email accounts to be able to be devolved to someone who can 
do that task, but does not have access to some of the more critical 
functions (like shutting the server down!).

Is this on the wish list already? If not, is it feasible?
