 just give a try
 and restart squid.

delay_pools 1
delay_class 1 2
delay_parameters 1 6250/6250 2500/2500
delay_access 1 allow "ACL you defined"

tells squid not to consume more than 5 kbytes over a 6.4 kbytes line and  to
limit users to 2.5 kbytes

I guess you can read the howto but just to show that it's quite easy to
use.
there's is also the book from Oskar Pearson at sourceforge.

the webmin module to administer CBQ is not really friendly.
which way will you drive the user ?
