Yes, we use one in-house for bootstrapping IP phones.

Most likely it is a firewalling issue. I don't remember exactly when the 
packet filtering firewall was introduced, but it was likely around 4.1. 
Have a look at /etc/rc.d/init.d/masq, and do:

/sbin/e-smith/db configuration setprop masq Logging all
/sbin/e-smith/expand-template /etc/rc.d/init.d/masq
/etc/rc.d/init.d/masq restart

to enable verbose firewall logging.
