Only with permission of the author(s). Most of the contributed HowTos 
don't include a license to republish.

It is not feasible for the document to contain a complete and current
mirror list unless the document is published with a restricted license. We
hope that authors will use a license which allows redistribution. That
will allow the mirror list to be larger than the author originally
envisaged.

What every How-To should include, however, is a URL which will point to 
the definitive current version. That way people can always check whether 
there is a newer version than the one they found at some unmaintained 
mirror site.
