6.0 beta has a program for doing just this:

/sbin/e-smith/create-system-user

e.g.:

/sbin/e-smith/create-system-user stunnel 451 \
    'chrooted stunnel user user' /var/log/imap/ssl /bin/false

With 5.6 and before, we nominated the account as a "system" account.

For 6.0 and after, these accounts are implicitly reserved when you
go to create a new account through the esmith::AccountsDB module.
