Odd, I looked it up on rpmfind.net and recent versions of redhat-config-printer do not actually require LPRng. redhat-config-printer does conflict with older versions of LPRng (Bugzilla bug 92145), which is why cups "provides" a recent version of LPRng, but I can't find any reason why it should provide LPRng in the first place. Anyway, I better take this discussion to Red Hat bugzilla.
