Ah, I see it now! It is well hidden there: Click to the device at left,
then see gears icon in right in the middle, click and I will see that menu.

Well, gnome-disks does not make possible to define mount options without root password, as it saves them into /etc/fstab.

However udisks2 itself allows to define selected safe mount options without root privileges. (Well, the subset of safe mount options is incomplete, and does not allow e. g. time stamps time zone set.)

=> gnome-disks needs improvement

And additionally, the GUI is far from being user friendly. Instead of bare option names, there should pre-defined basic tasks:
- Define, how short names should be interpreted
- Define, how time stamps should be interpreted
...
