Dear Sebastian and FN admins,

I've created a new Windows installer for Freenet 0.3.8.1.
But I need admin support (or a couple of pointers) to put it 'live'.

Summary:
* uses 'official' 0.3.8.1 Freenet.jar
* java selection bugs fixed
* fproxy set by default to htl=50
* 'run freenet at startup' disabled by default (freenet don't work too good
if it comes up before network connection opens)

I've tested it on Win2k and virgin Win98SE - no problems - comes up easily,
inserts and requests no problems.

I've CVS'ed the installer binary into:
Contrib/wininstall/Freenet_setup0.3.8.1.exe
I've also CVS'ed the installer gen script and the updated flaunch.ini.

But, I couldn't go any further, since I don't know how to put it into the
'download.sourceforge.net' area.
(Of course, I haven't changed the 'stable.inc' page to point to the new
download yet).
