Is there a good reason that clients shouldn't convert over to the new
metadata spec now?  I know we're still working on it, and things may
change yet, but there's no reason not to begin migrating sites to the
new system sooner than later.  The more sites there are when we migrate,
the harder the migration will be.

Can we get fproxy at least to suppost both kinds of metadata, as well as
for gj's insert utils to create them?  The sooner we're using the new
metadata, the better.
