ok, I changed the mime decoder to store message bodies in Buckets.  I
tested it on its own and it mostly works, but I haven't tried it in
conjunction with FproxyServlet.  the latter shouldn't really need any
changes, since it basically just substitutes a FileBucket for an
ArrayBucket, although we probably want to free the data bucket at some
point.
