Let's get this right - in the old "Freenet" module we had an absolute 
mess of branches and tags.

The problem is that naturally, after a release, almost all changes for 
several months tend to go into the next stable releases.  It is only 
after a few months, when people have really thought about the major 
improvements they want to implement in the next major release that a 
development branch is required.  If the two branches are split too 
early, then we lumber ourselves with the task of constantly remerging 
the release and development branches.  Since this is a rather tedious 
task, it often doesn't get done.
