It is (or should be). It returns pSuccess*tSuccess + pFailure*tFailure


So lower chance of success means lower estimate? And lower risk of
failure means lower estimate?

pSuccess=1-pFailure, so if the chance of success decreases, the chance of failure increases. If tSuccess < tFailure and the chance of success decreases, then the overall estimate will (or should!) actually increase.
