The hour timeout is only there for dealing with a malfunctioning node (for 
example, being restarted and losing the list of QRs) to limit how long a node 
will wait, it's not supposed to mean "Come back in an hour".

Considering how many unneeded QueryReject messages this could potentially 
replace, It's not a great tragedy for some unneeded go-ahead messages to be 
generated.
