actually, this has been par for the course in australia for some time - 
there was this nice theory that the carrot that they used to get ISPs to play
along with their crazy internet control laws that they'd get to be common 
carriers eventually *if* they played along, but taht carrot seems to have been
withdrawn now.

short version: in australia, people who provide hosting are responsible for
policing the content on their servers.  nothing new here.
