There is something going nuts with the load.management if i use a node with 12kb/s upload limit

So pinstantrejct rises without a reason. My second node with a bandwith limit of 500kb/s does not show this behaviour. Before 1195 he was cappable of about 50kb/s output and does now 50 kb/s with 1195. So the prob seemes to be a buggy load-manangement algo in 1195. Beyond this I saw most of the transfers runing fast through the node. And surfing with fproxy seems a lot faster.
