There is something going nuts with the load.management

if i use a node with 12kb/s upload limit

   Eingehend: 257 B/Sekunde (von 488 KiB)
   Ausgehend: 574 B/Sekunde (von 11.7 KiB)

  Preemptive Rejection Reasons

         2923  Transfer speed (output)



There is often the situation that limits still count up even if
there is no outgoing transfer runing. So pinstantrejct rises without
a reason.

My second node with a bandwith limit of 500kb/s does not show
this behaviour. Before 1195 he was cappable of about 50kb/s output
and does now 50 kb/s with 1195.

So the prob seemes to be a buggy load-manangement algo in 1195.

Beyond this I saw most of the transfers runing fast through the node.
And surfing with fproxy seems a lot faster.

Less parallel request seems to speed up things a lot,
but the bug in load management kills the success.
