No, you are forgetting about the DataSource field, which sets the references on
Data. Currently this field references 30 hops away on average (well, it would
if any requests went more than 30 hops currently). I have been saying we should
decrease this to 4-5 hops on average so as to get a slightly more stable
namespace, which I think will give it better characteristics, but I got no
takers (and I obviously can't prove that this is so).
