There is a requirements that you notify the US Gov (and provide a URL) when you post the source code. You can notify by email, I think. I'm not sure what happens with updates. It may not be permissible to post binaries. Export and usage requirments differ for crypto in other countries, so putting crypto in the sources may cause problems for contributors in other countries. There is a lot of information about the new rules available.
