If the document is to be publicly accessible (that is other than by only
those in possession (or capable of getting possession) of some cryptokey),
it's name or descriptor must somehow be available. That is quite different
from it's location(s), and I suspect a separate mechanism is used.
There is no reason to invoke a central database or even a trail. A ripple
search would work - "I need mp3\*\Goldberg variations\j s Bach" "I haven't
got it, I'll ask my neighbours" "Here you are" exactly as with a distributed
caching mechanism.
My smart agent would locally and temporarily keep names that the system
knows about ("The following versions of the Goldberg variations are
