553-505 = 48 = 3 * 16 pages
books are often printed on large sheets, then folded, cut, bound (or
vice versa)
most of the time these sheets are 16 pages
so three quires are missing probably

If it was the NSA they did it cleverly, as it looks like a publisher's
fault.
