Why not allow the user to request ranges of versions?  

In addition, the nodes returning requests can always put a higher priority
on the most recent document in the given range.  This way, only the most
recent documents will be considered more popular and the user will always
have the ability to request a document of an older version.

The default action, of course, will be essentially the same as requesting a
document with any version.  This will retreive from Freenet the document of
the highest version that can be found.  If this document is too new, the
user can always ask for a document "earlier than version X".
