I vote we go with lowercase hex digits everywhere. I don't think we need
to specify whether leading zeros are stripped or not, since implentations
that wish to compare these fields should be treating them as numbers. (My
personal preference, however, is not stripped, so that you get to 'see'
the entire bitfield)
