It depends on what you mean.  The "@" is fine in a Freenet URI, but if
you are providing a hyperlink to a key designed to be used through
FProxy (ie. in a <a href=...> tag), then it must be URL encoded, since
it is now a URL, not a URI. While not doing this doesn't hurt most
web-browsers, it does hurt stuff like xmms.
