Because it often makes sense to change the HTL for a single request. Upping
the HTL in freenet.ini makes most requests slower - a lower HTL is good for
most files. But sometimes you may get a "File not found" error, but you're
thinking "This file MUST be there", so you try to request it again with a
higher HTL.
