Ok, I think I have got a good structure for translations.  It probably
still has some rough edges, but is a good start.

Basically, I have created a separate "Web" for each language.  Each Web
is largely independent from the main Freenet site, each can have its own
menu and pages, they don't have to mirror the English site
page-per-page.

All editors and translators should sign up for the TWiki at:

http://freenetproject.org/cgi-bin/twiki/view/TWiki/TWikiRegistration

They should then email me with their login name (something like
"IanClarke") and which languages they plan to translate to.

I have created webs for the three languages currently listed on the
site.

The menu page can be found at:

http://freenetproject.org/cgi-bin/twiki/view/XX/WebMenu

Where XX is the two-letter capitalized language code (eg. "FR").

The only exception is the English site which is in the "Main" web.
