This is a bug in the node, right? If I unplug my lan cable (for example), the node starts up but is a bit zombified. It doesn't work. After plugging the cable back in, I'd need to stop and restart the node to get it to work. Not resilient to failures during startup.
Conversely, if the lan (and the internet) are working fine on node startup, then the node IS resilient to network failures after that point. The actual cut-off-point could be around when it checks inform.php but don't quote me.
