Has anyone else seen this?  I don't have a windows box to try it
out on.  Does IE need to see something special (other than 
application/octet-stream) in the mime type?

The files download fine for me in Netscape 4.76 on rh7.1 (intel) and in 
Konquerer.

When I try to download your file manifest-0.17a.gtz with
IE, IE tries to save the file as manifest_tools.htm (only
4 KB).

I had the same problem when I put a .chm file (windows help file).
Readers say they cannot download it. Would you please share
with me how you would solve the problem?
