I am having to restart my node regularly when doing large parallel up/downloads,
although I have set it to max threads = 150, and am doing at most 45 parallel, 
the ones that are running perpetually get connection failed, and the node hogs
the CPU. This is 0.3.8.1 (the DEB), is it a bug fixed in 0.3.9? Is it expected
behaviour? It is very annoying since my node takes more than 11 minutes to 
reload the datastore/reftable.
