AFAIK the original reason was to prevent DOS attacks from people repeatedly checking nodes for the same document. But I could imagine a "metadata request" which is delayed for a certain time by the node to query until it answers. As it doesn't accept new metadata queries until i processed the request, this would somehow be DOS protected. Being able to request (even only metadata) without moving the actual data itself however enables a couple of attacks to determine the location of a file.
