I think the problem is the difference in the way the DBR is used. I mean, either you are using it simulate an actual update, or you are using it to automatically redirect to the latest version of something that is actually a periodical. The idea with the epoch numbers was, I guess, to simulate updates in a way that is smooth and easy to do under the hood, but where users would never have to deal with DBR values or keys themselves. There was a lot of concern about keeping the metadata standard simple to implement (yeah right...)
What you are saying makes it sound like it is being used for something that is actually like a daily periodical - which means that it makes a lot of sense for the author to want the January 22nd version addressed as 1-22. Of course he could do both, since it's just a redirect anyways... The real question is why you didn't bring up your arguments during the marathon discussion that was had about this six months ago...
