Hmm, that's not really how I expected it to work. What was the purpose of the bandwidth throttling if it isn't to constrain total bandwidth? The current behaviour seems less than useful and effectively prevents me (and I should imagine anyone who wants to use their connection for anything besides freenet) from running a permenant node. Is this really the way throttling is supposed to work?
