Unless someone points out why it would be a really bad idea, seed node
operators might want to set their nodes to be transient and not to
announce.  This will prevent them from encouraging others to talk to
them and hopefully reduce the load and increase their liklihood to
spread references.

For similar reasons it might be advisable to give them small datastores
(of the order of 10MB perhaps?) to prevent them from mirroring popular
content and discouraging references from spreading.
