I had a look at it and there are several free to use (but not Freeware) 
utilities to start NT services. the NT resource kit srvany.exe has to be 
purchased for 120$ (and I doubt even if you do, you can't distribute it 
legally for free).

Are there any utils out there that work nice and are legal to be 
distributed? I don't have much experience with NT services, so any input 
is welcome.
