Another option might be the new 0.1.0 release of the NeuroGrid
Simulator, which supports NeuroGrid, Gnutella and Freenet simulations (I
don't guarantee it perfectly reflects the way Freenet works).  You can
see a demo of the simulator at:

The applet GUI gives the advantage that you can check visually how small
networks are operating.
