I'd rather see IIP. Besides the fact that it's more IRCish (at least
from the user standpoint), it's reasonably cross-platform, and it's easy
enough to start your own network (although "official" IIP does already
have a #freenet).

It's not fully distributed, yet (there's still a single IRCd), but v2
looks like it will be incredibly awesome (can't get anything too solid
on a timescale, but I think it's supposed to be soon).
